The Legal Services Supervisory Authority operates under the guidance of an independent Board comprised of distinguished members of the Cayman Islands community with expertise in law, regulation, governance, enforcement, and public service.
The Board provides strategic direction, governance, and oversight to ensure the Authority fulfils its statutory mandate and maintains appropriate regulatory standards, working in collaboration with management.
The collective experience of the Board supports the effective regulation and supervision of legal services in the Cayman Islands.

Admitted as an attorney in the Cayman Islands and as a solicitor in England and Wales (not practising), Stephen is a funds partner with extensive experience advising on Cayman investment fund formation, ongoing maintenance, and related corporate and commercial matters.
In addition to his professional practice, Stephen serves on the Cayman Islands Legal Services Council and is an active member of the Cayman Islands Legal Practitioners Association and the Law Society of England and Wales.

In 2004, John joined the Caledonian Group as in-house counsel. In 2006, he established a sole legal practice, which continues today, with a primary focus on local litigation.
John has held a number of public appointments, including service on the Human Rights Committee from 2005 to 2009 and the Ministry of Home Affairs Permanent Residence Review Team in 2014. He served as a Director of the Cayman Islands Airports Authority from 2013 to 2017, as Deputy Chair of the Public Transport Appeals Tribunal from March 2017 to 2024, and as Chair of the Permanent Residence and Caymanian Status Board from 2017 to 2021. He has been a member of the Legal Services Council since 2023 and has served as a Director of the Legal Services Supervisory Authority since 2024.

Sophia-Ann Harris is an attorney with nearly thirty years of legal practice and a Master of Laws in Corporate Governance. She founded the law firm Solomon Harris in 1997 and served as its Managing Partner until the firm merged with Bedell Cristin in 2018. She continued as Managing Partner following the merger until her retirement in August 2020.
Throughout her career, Sophia-Ann specialised in investment funds, corporate and commercial law, trusts and estates, immigration, and business licensing, including banking and securities investment business. She also assisted the Cayman Islands Government with the drafting of legislation, including immigration and trade and business licensing laws.
Sophia-Ann has held a number of senior public and regulatory appointments, including service on the Cayman Islands Law Society, the Caymanian Bar Association, and as a former member of the Cayman Attorneys Regulation Authority. She is currently a member of the Board of Directors of the Legal Services Supervisory Authority. Her public service also includes serving as Chair of the Business Staffing Plan Board and the Immigration Appeals Tribunal, Chairwoman of the Anti-Corruption Commission from 2020 to 2022, and as a member of the Cayman Islands Constitutional Commission until 2021.
Currently, Sophia-Ann serves on the Board of Directors of Caribbean Utilities Company, Ltd., where she is Chair of the Governance and Sustainability Committee, and is certified by Competent Boards as a Director in Sustainability and ESG. She previously served on the Board of Directors of Butterfield Bank (Cayman) Ltd. for twenty years, including as Chairwoman. Her civic leadership includes serving as the first female President of the Rotary Club of Grand Cayman, first female Assistant Governor for Rotary Clubs in the Cayman Islands, and Past President of the Cayman Islands Chamber of Commerce, where she addressed the United Nations General Assembly on constitutional matters affecting the Cayman Islands

Sandra Edun-Watler
Sandra is an Attorney-at-Law with extensive experience in the regulatory and compliance regimes governing the financial services industry. She brings a wealth of practical knowledge gained from senior roles across legal, regulatory, and compliance functions in the Cayman Islands and the wider Caribbean.
She is the former Head of Compliance and Reporting Services at a leading global offshore law firm, where she provided anti-money laundering, regulatory reporting, and compliance officer services. Prior to this, Sandra spent eight years at another top-tier Cayman Islands law firm, holding multiple senior roles, including Head of Compliance for the Cayman Islands, British Virgin Islands, and Bermuda, as well as practising as a regulatory lawyer.
Sandra also served as legal counsel at the Cayman Islands Monetary Authority, providing legal advice across regulatory and support divisions, and acted as legal assessor for the Caribbean Financial Action Task Force during the British Virgin Islands’ Third Round Mutual Evaluation.
Highly active in professional and industry leadership, Sandra is the former Chair of the Caribbean Regional Compliance Association and immediate past President of the Cayman Islands Compliance Association. She currently sits on the ACAMS Anti-Money Laundering and Financial Crime Caribbean Task Force and co-chairs the Cayman Islands ACAMS Chapter. She is a Certified Anti-Money Laundering Specialist, an ACAMS-certified trainer, and holds a Trust and Estate Practitioner designation. Sandra is also a guest lecturer in AML at the Truman Bodden Law School and regularly speaks internationally on regulatory compliance, AML, and financial crime prevention.
